Government plans to increase aggregate levy by over 20 percent from April 2008 causes an increase in demand for small crushers as part of building site waste management

need to investigate sustainable aggregate sources in light of the impending increase
in aggregate levy due in April 2008, according to Red Rhino Crushers Ltd. The
aggregate levy is an environmental tax introduced by the government in 2002. It's
designed to address the environmental costs of primary aggregate extraction and to
also encourage the use of recycled and secondary aggregate by waiving the levy on
these sustainable construction materials.

The current aggregate levy is 1.60 for each tonne of primary aggregate supplied.
Considering that, for example, each new home built is estimated to need 60 tonnes of
quarry products the levy bill soon adds up. Effective from April 1st 2008 the
aggregate levy will be 1.95 per tonne, the first rise since its inception. This
would increase a building company's levy fees by just over 20% if they did not
change their aggregate procurement strategy.

"With mounting pressure from the levy, landfill tax and the government's increasing
commitments to waste recycling, the building industry is beginning to realise that
recycling construction waste makes sense," comments Ben Latham, Operations &
